More then that I did it already in one region i recruit 12 armies and 9 agants. What if I already control all europe? it would take 50 turns or more to expand my cities who wants that?. Not for per capita taxation, recruiting pools, labor pools, population breeders - nothing. Once you have maxed your building slots - Growth ceases to be a factor for any purpsose whatsoever - as its only function is to unlock building slots. The Blank Space in the window makes it look as if there is room to yet expand - because it looks the same as a bona fide room-to-grow blank space - but it is just a silly holder that some UI designer probably never got the chance to spruse up before Release Day. Walled Cities have 5 Slots and a bonus 6th slot if there is facility for a port. Minor Settlements have 3 slots and a bonus 4th slot if there is facility for a port. Technology and several lines of buildings affect Growth as well as the odd General/Agent/Army Attribute. So, yeah, you don't even actually grow the city - you grow the province. It's all right there for you to see - no guessing about disbanding units or anything the way could be done in Rome1 (was handy to resettle peasants this way btw) The factors for Growth are transparent in the Provnice info screens. Just to be clear - recruiting mercenaries or whatever has *zero* to do with Growth.
